    If discontinuing equalization is not to be, then at least commit to rewriting it so that equalization is seen as being fair by ALL Canadians. I get it that the ‘have not provinces’ need help but there should be requirements established that have to be met before receiving equalizations. I am unable to understand why Quebec and Ontario are considered ‘have not’ provinces. It really concerns me when I read Canadian citizens see being part of the US better than being part of Canada.
